			<content:encoded><![CDATA[<p>Winter officially began today at 7:04 a.m. Eastern Standard Time.  The new season is bringing lots of cold, windy weather, as well as snow and ice to much of our nation.  Here in Jacksonville, temperatures are expected to drop sharply early in the week and then we&#8217;ll see a rapid return to warmer weather by Christmas Day.  Tonight&#8217;s low is 32 and tomorrow&#8217;s high is expected to be 48, with another light freeze tomorrow night.</p>
<p>By Christmas, the highs will be back in the upper-70&#8217;s and lows in the lower 50&#8217;s.  That will be followed by a gradual cooling to more seasonally appropriate temperatures by next week.</p>
<p>The absolute coldest temperature ever recorded in the U.S. was at Prospect Creek, Alaska, an unbelievable 80 degrees below.  Among continental U.S. cities, Bismarck, North Dakota, holds the all-time record low winter temperature at 44 below zero, followed by Great Falls, Montana, just one degree warmer.  </p>
<p>When it comes to winter precipitation records, Sault Saint Marie, Michigan, is tops with more than 117 inches. Juneau, Alaska, is next with 96 inches.</p>

The worst case scenario seems to be sustained winds of up to 80 or 90 miles per hour, perhaps gusting a bit higher.

			<content:encoded><![CDATA[<p>It&#8217;s looking more and more like Tropical Storm Fay will become Hurricane Fay by tomorrow and then turn around and slam into the First Coast on Thursday.  The worst case scenario seems to be sustained winds of up to 80 or 90 miles per hour, perhaps gusting a bit higher.  </p>
<p>Schools in Duval County have been ordered closed for Wednesday and Thursday, with a decision about Friday still up in the air.  The City of Jacksonville has also closed all non-emergency offices and those employees are not to report to work.  The mayor is encouraging everyone to make sure they have supplies to last a few days.</p>

<p>The record low for tomorrow is 59 degrees, but the current forecasts on First Coast News and the Weather Channel seem to be calling for an early morning start of between 54 and 58 degrees. And the forecast high of 78 is about 5 degrees off the average for this time of year. Should be a very nice day, it&#8217;s really a shame the Film Festival doesn&#8217;t start until this weekend&#8230; when temperatures are expected to head back up into the 90&#8217;s during the day.</p>

			<content:encoded><![CDATA[<p>Rain and flooding continue to cause problems this afternoon.  There are some pretty major delays and backups on I-95 at the interchange with I-10, due to some road closures and redirection of traffic.  The roads are now supposedly back open, but for a while it really disrupted things.  </p>
<p><a href="http://www.firstcoastnews.com">First Coast News</a> is also reporting that as of about 2:30pm traffic signals were out on Beach Boulevard between Parental Home Road and Southside Boulevard, causing some significant confusion.</p>
<p>A quick look at <a href="http://externalapps.jea.com/currentoutages/CurrentOutages.asp">JEA&#8217;s Current Outages page</a> shows over 2,000 customers without power as of 3pm, the vast majority of which are on the Southside of town.</p>
<p>The wet weather is forecast to continue through much of this week&#8230;</p>
